I don't know what to do!?

My mom left to mexico for an emergency and she stayed there for about 2 or 3 weeks and now she came back to the united states illegally but she has near a month trying to cross to the u.s. She got caught crossing twice already. She called us about a week ago saying she was still in mexico again and that she was going to try crossing again the next day. After that she hasn't called us and the coyote doesn't answer our calls. I really don't know what to do :(
